NATIONAL OPERATIONAL MANUAL

Chapter 1: Communications & Codes
1.01K1 - Proceeding

Unit is mobile and en route. To be used immediately upon leaving the station or current location.

1.02K2 - On Scene

Unit has arrived. The Officer in Charge (OIC) must provide a brief situation report (SITREP) within 1 minute.

1.03K3 - Controlled

The fire/incident is contained. No further spread is expected, but the unit is still committed.

1.04K4 - Available / Mobile

Unit has finished the job and is available for another dispatch while returning to base.

1.05K5 - In Quarters

Unit is back at the station, cleaned, refilled, and available for response.

1.06K7 - Transporting

Used by MEDFR units or support crews when accompanying a patient to a medical facility.

1.07K9 - Off Duty

Unit is non-operational due to mechanical failure, staffing, or end of volunteer availability.

1.08Clear Speech

Radio codes other than K-codes are forbidden. Use plain English to avoid confusion with other agencies.

1.09Radio Silence

Must be maintained during 'MAYDAY' or 'EMERGENCY TRAFFIC' until the IC clears the frequency.

1.10Priority Call

A 'Priority' prefix on radio allows a unit to break normal traffic for urgent operational updates.

Chapter 2: Fireground Operations
2.00Appliance Staffing

Type 1 or 2 appliances require a minimum of 4 personnel (OIC, Driver, 2 BAE Firefighters).

2.01360-Degree Survey

The OIC must complete a full walk-around of a structure fire before committing any crews to interior attack.

2.02Evacuation Signals

If 'EVACUATE' is ordered, appliances must blast sirens for 10 seconds. All crews leave immediately.

2.03BA Entry Control (ECO)

No crew enters a smoke-filled building without a designated ECO and a tally board.

2.04Structural PPE

Gold/Tan Level 2 gear is mandatory for fire attack. High-vis is required for all external ops.

2.05Water Supply

The first pump should lay its own supply. A second pump may be tasked with boosting the hydrant.

2.06Ventilation Protocol

Positive Pressure Ventilation (PPV) must only be used after a clear 'Exit Path' is identified.

2.07Wildfire LACES

Lookouts, Awareness, Communications, Escape routes, and Safety zones must be active on every grass fire.

2.08Monsoon Buckets

Ground crews must maintain a 50m exclusion zone from air-drop targets for safety.

2.09Hazardous Materials

Initial response must stay uphill and upwind. Establish a 100m cordon for unknown leaks.

2.10Technical Rescue

Specialist squads (USAR/Line Rescue) must be called for incidents involving height or entrapment.

Chapter 3: Safety & Vehicle Standards
3.00Response Driving

Blue lights and sirens do not exempt drivers from the Land Transport Act. Safe speed is paramount.

3.01Intersection Safety

Appliances must slow to a crawl or stop at all red lights and stop signs, even when responding.

3.02Vehicle Fending

Park appliances at a 45-degree angle to create a 'fend-off' zone that protects the crew from traffic.

3.03MVA Battery Isolation

Always isolate the negative terminal first. For EVs, follow the 'No-Cut' orange cable rule.

3.04Sharps & Biohazards

All used needles must go in the yellow bin. Contaminated gear must be double-bagged for cleaning.

3.05Alcohol & Drugs

FENZ has a zero-tolerance policy. Personnel must be 100% fit for duty at all times.

3.06Social Media

Posting photos of patients, victims, or sensitive fire scenes is a sackable offense.

3.07Cancer Prevention

Dirty turnout gear is NOT a badge of honor. Wash gear immediately after exposure to smoke.

3.08Station Cleanliness

Appliances must be refuelled and cleaned immediately after a call to ensure operational readiness.

3.09Chain of Command

Respect the rank structure. All on-scene grievances must be handled via the OIC post-incident.

3.10Professional Conduct

Treat the public and other agencies (Police/St John) with respect at all times.
